Lieutenant Chris Carter

Submarine Division Officer Sea Detailer

LT Carter has been a Submarine Officer for six years, currently holding the position of Sea Detailer. He is in charge of detailing all Submarine Division Officers to their first sea billet after completion of the nuclear training pipeline. A graduate of the United States Naval Academy in 2002, LT Carter is currently pursuing a master’s degree in engineering management. Serving in the Navy has afforded LT Carter several incredible opportunities, specifically a college-level and graduate-level education and the chance to lead many great people with a wide variety of backgrounds.

Submarine Officer, USS JEFFERSON CITY (SSN-759)

LTJG Koziel always knew he wanted to join a community that dedicated itself to a higher purpose: protecting our country. Therefore, it was an easy choice for him to enroll in the United States Naval Academy. And with submarines being the most versatile strike platform in Navy’s fleet, the Submarine Force was the perfect destination. A self-described “warrior,” LTJG Koziel has been able to achieve his dream of fighting to keep his country safe and secure.

Peter Andrews

Submarine Officer, USS JEFFERSON CITY (SSN-759)

LTJG Andrews was born to be an engineer. After one week of interaction with the Navy submarine community, his path as a Submarine Officer was chosen. As a Submarine Officer in the Navy, LTJG Andrews has been able to see the world and challenge himself in ways he never imagined. The sense of duty and honor LTJG Andrews has felt in his short time with the Navy will inevitably lead to a lifetime of pride and success.

Christian Rivera

Submarine Officer, USS JEFFERSON CITY (SSN-759)

At the age of 16, LTJG Rivera began looking into the Navy Nuclear Power Program, knowing he wanted to be part of a world-leading nuclear program. From there on, his path to becoming a Submarine Officer wasn’t your typical one. Majoring in English at the United States Naval Academy, he embraced challenge, applying to a program primarily dominated by engineering majors. This has resulted in exceptional leadership skills for LTJG Rivera, as he directs different minds from different backgrounds toward one common goal: to serve and protect the United States of America.

Joel Winbigler

Submarine Officer, USS JEFFERSON CITY (SSN-759)

LTJG Winbigler feels that joining the Nuclear Propulsion Program was one of the best decisions he has ever made in life and is proud to be a part of such a prestigious group of individuals. He’s traveled far to get to where he is: from Pensacola, Florida (where he attended Officer Candidate School), to Charleston, South Carolina, to Groton, Connecticut, to his current home of San Diego, California, where he serves aboard JEFFERSON CITY. The Navy has provided LTJG Winbigler the incredible opportunity to see the world as well as operate a multimillion-dollar submarine.
